Where can i get the best in game lvl 70 pvp gear on wow?

i know about the brutal gladiator merchant, but i heard something about that there is new cataclysm or wrath of the lich king better level 70 pvp armor than brutal gladiator? is this true if so where is he or what is the equipment set called? thanks in advance
