Is it true that if you transfer with more than 45 credits u don't need the SAT?

I really want to transfer into a top school and i currently finished my 3rd semester and so far i have a 3.7 GPA at my community college and my GPA in high school was a 3.1 which is ok since in high school i slacked off but ive matured more now. Also i got really nervous and i didn't do so hot on my SAT's so im afraid if a transfer the colleges will see that as a bad thing. In HS i was involved in tennis and in my college im currently in 3 clubs and hope to join more this last semester. With my grades can i get into a top school or ivy league or im i just waiting my time? What schools do you think will probably accept me? best answer gets 10Pt's
