Why are Moroccan guys in Hollywood films often played by black guys only?

It might be due to ignorance. Moroccans and Algerians don't look black, they're quite different from the typical black African, and many of them could pass as white. Yet southern europeans are often played by Hispanic and/or mixed race actors/actresses and native Americans also can be played by southern europeans and mixed white/asian.
