Arthur Whiting Bagatelle difficulty compared to Fur Elise?

So I'm totally new to this whole piano thing. I can play some stuff and I am learning as well(not just playing hit pop songs and saying I can play the darn thing) but I hear this whole thing about difficulty levels of music and I am told that Fur Elise is around level 4? Is this true? but the real question would is if any of you know what difficulty Bagatelle by Arthur Whiting is because I feel like I'm way out of my league with this thing as I do not have an actual teacher for guidance. Any help is appreciated.
